After the engagement ceremony, they came to Hanbin on July 29. When the District Shuijingwan Civil Affairs Bureau received the marriage certificate, the staff refused.
Why?
According to Zhang Tian’s father, Mr. Zhang: Zhang Tian did not receive treatment in time because of a high fever when he was 1 and a half years old, which led to a third-degree disability and a slight brain disorder. Xiaorui also fell into a third-degree disability because of the high fever when he was 3 years old. At the age of 27, they could not get a marriage certificate when reaching the age of marriage.
“Although both of these children have disabilities, their ability to take care of themselves is completely okay. The girl does a good job of cooking, cooking, and rolling noodles. Our family likes this girl. Xiao Rui’s father died when she was 3 years old. This makes her a little bit introverted. She doesn’t have a big problem in communicating with us, and her disability is also caused by fever. Now the girls are pregnant for more than 4 months, but the Civil Affairs Bureau does not issue marriage certificates. This makes us a headache.” Mr. Zhang said.
Because they could not get the marriage certificate, Zhang Tian and Xiao Rui had no choice but to go home. Their father, Mr. Zhang, once again found the staff of the Civil Affairs Bureau to show that the two children have no genetic diseases, can take care of themselves, they have undergone pre-marital medical examinations and meet the conditions for marriage, hoping the staff can help to get a marriage certificate but was rejected again.
On July 30, the reporter contacted the Civil Affairs Bureau. The staff said: “These two people have an intellectual disability and are persons with limited civil capacity. The woman cannot express her intention to marry. The marriage registration regulations clearly stipulate that registration cannot be made, regardless of whether the disability is congenital or Later leading, the woman did not express her willingness to marry. According to the Marriage Law and the Civil Affairs Department’s documents, we could not get a marriage certificate for them.”
